Is it legal to have big DJ parties at public parks?

i live in houston tx, and my friends and i r planning to have a party but we cant think of any places. its like 50 of us….is it legal to have like parties with loud music in public parks around 6:00 to 9:00? if not can anyone think of some free places i could hold this event?
